A Government of Arunachal Pradesh initiative to create world-class employment opportunities for nursing graduates in Japan's rapidly growing elder-care sector.

Background & Vision

Japan's shrinking, ageing population has created an acute shortage of care workers. The Government of AP launched this scheme to channel the region's skilled nurses into these high-demand roles, while ensuring handsome livelihoods.

India–Japan MoC

Drawing on the Memorandum of Cooperation signed between India and Japan on 18 January 2021 under the Specified Skilled Worker (SSW) framework covering 14 skill categories, including Elder Care.

Genrise Global Staffing Pvt. Ltd. (selected through a competitive RFP process) provides end-to-end Japanese language, cultural sensitisation, care-worker training, and Japan placement support.

All training, accommodation, exam costs, travel support, and placement charges are fully borne by the Government of Arunachal Pradesh. No fees from candidates.

Two Pathways to Japan

TITP (Technical Internship Training Program) – On-the-job training in Japanese care facilities.
SSW (Specified Skilled Worker) – Long-term contractual employment after clearing JLPT N3/N4.

Residential Training

Candidates stay in government-provided hostel accommodation at eBTM Hospital, Papu Nallah throughout the 9–12-month training, ensuring full immersion and focus on language acquisition.

Eligibility Criteria

📋 Basic Requirements

  • Age between 18 – 30 years
  • Passed High School with a recognised Nursing qualification: ANM / GNM / B.Sc. Nursing
  • Resident of Arunachal Pradesh
  • Willingness to learn Japanese language and culture
  • Commitment to work in Japan for 3 – 5 years in elder-care institutions
  • Pleasant personality — disciplined, soft-spoken, well-behaved and hard-working
  • Working experience in nursing is an added advantage

🎯 Language Target

Primary target: JLPT Level N3 (min. 600 classroom hours)
Minimum acceptable: JLPT Level N4

Training also includes the NAT (Nihongo Ability Test) and the exam for the Japan Foundation Test (JFT-Basic) required under the SSW scheme.

Training Structure

A full-time residential programme blending Japanese language, cultural integration and care-worker skills over 9–12 months.

Language & Part-Time Job (India Phase)

Government-funded

Japanese language study (N4/N3 target), part-time basic care practice (cleaning, bed-making) at a nursing facility while completing training in India.

Nursing Care Study & TITP Internship (Japan)

₹60,000 – ₹80,000 / month

Enrolled in a Japanese Welfare College — learning nursing, medical and communication skills. Actual hands-on care practice at a Japanese facility under TITP.

Regular Care Employee (SSW)

₹15 – 25 Lakh / year

Officially employed in a nursing facility as a professional care worker providing elder-care services. Average gross salary ~₹1,63,907 JPY/month (net ~₹1,33,696 JPY ≈ ₹80,000+ INR).

Team Leader

₹25 – 30 Lakh / year

Responsible for education of new staff and daily operations management as a Team Leader at the facility.

Manager

₹30 – 35 Lakh / year

Creates individual care plans independently and assists the Director in managing the entire nursing facility.

Director

₹50 – 60 Lakh / year

Leads the nursing care home as Director. A Certified Care Worker also earns a guaranteed work visa, and family members may accompany after certification.

How to Join the Programme

The selection and deployment process follows a structured, government-monitored pipeline from mobilisation to Japan placement.

Mobilisation

Candidates are mobilised from nursing colleges and hospitals across Arunachal Pradesh.

Selection

Stage-wise interviews conducted by Japanese counterparts in coordination with the agency and DMET.

Residential Training

Full-time residential Japanese language & care training for 9–12 months at eBTM Hospital, Papu Nallah.

JLPT / NAT Exam

Government assists candidates to travel and appear for JLPT / NAT certification examinations.

Visa & Documentation

COE processing, visa application, medical reports, and pre-departure formalities are handled by the agency with full Govt. support.

Japan Placement

Candidates are placed in Japanese elder-care facilities under TITP / SSW with ongoing life support in Japan.

Frequently Asked Questions

Yes. All training fees, hostel accommodation, exam travel and placement charges are fully borne by the Government of Arunachal Pradesh. Candidates pay nothing.
ANM (Auxiliary Nurse Midwife), GNM (General Nursing & Midwifery), and B.Sc. Nursing graduates passed from recognised institutions are eligible. Prior work experience is an added advantage.
The target proficiency is JLPT Level N3, which requires approximately 600 hours of classroom training. JLPT Level N4 is the minimum acceptable level for placement consideration.
Placed candidates currently draw an average gross salary of approximately ₹1,63,907 JPY per month (net ₹1,33,696 JPY ≈ ₹80,000–₹1,00,000 INR). With career progression to Regular Employee, a yearly income of ₹15–25 Lakh is achievable; at Director level ₹50–60 Lakh per year.
Under the Japanese Immigration Law revision of 2017, a foreigner who passes the National Exam for Care Worker Certification is granted a guaranteed work visa allowing family members to accompany.
Genrise Global Staffing Private Limited (Greater Kailash-II, New Delhi) was selected through a competitive Request for Proposal (RFP) process. They provide language training, care-worker training, placement, and in-Japan support services.
The scheme is administered by the Directorate of Medical Education, Training & Research (DMET), Naharlagun under the Department of Health & Family Welfare, Government of Arunachal Pradesh. Administrative approvals go up to the level of the Hon'ble Chief Minister.
As per the current status, intake remains fixed at 37 candidates. No upgradation in intake has been approved at present.
