A Government of Arunachal Pradesh initiative to create world-class employment opportunities for nursing graduates in Japan's rapidly growing elder-care sector.
Japan's shrinking, ageing population has created an acute shortage of care workers. The Government of AP launched this scheme to channel the region's skilled nurses into these high-demand roles, while ensuring handsome livelihoods.
Drawing on the Memorandum of Cooperation signed between India and Japan on 18 January 2021 under the Specified Skilled Worker (SSW) framework covering 14 skill categories, including Elder Care.
Genrise Global Staffing Pvt. Ltd. (selected through a competitive RFP process) provides end-to-end Japanese language, cultural sensitisation, care-worker training, and Japan placement support.
All training, accommodation, exam costs, travel support, and placement charges are fully borne by the Government of Arunachal Pradesh. No fees from candidates.
TITP (Technical Internship Training Program) – On-the-job training in Japanese care facilities.
SSW (Specified Skilled Worker) – Long-term contractual employment after clearing JLPT N3/N4.
Candidates stay in government-provided hostel accommodation at eBTM Hospital, Papu Nallah throughout the 9–12-month training, ensuring full immersion and focus on language acquisition.
A full-time residential programme blending Japanese language, cultural integration and care-worker skills over 9–12 months.
9 – 12 months full-time residential training with a minimum of 600 classroom hours.
Training is conducted at eBTM Hospital, Papu Nallah with hostel accommodation provided at the same location.
Japan Government-certified trainers deliver live classes; senior faculty conduct independent evaluation boards.

Minimum 30 hours of practical nursing-assistant online training conducted directly by Japanese partners — aligned with Japan-standard care protocols.
Full documentation support for COE, visa, medical reports, pre-departure training, travel, and in-Japan settlement assistance including housing, banking and mobile phone setup.
A structured growth ladder from language learner to Care-Home Director — all within Japan's fully regulated care sector.
Japanese language study (N4/N3 target), part-time basic care practice (cleaning, bed-making) at a nursing facility while completing training in India.
Enrolled in a Japanese Welfare College — learning nursing, medical and communication skills. Actual hands-on care practice at a Japanese facility under TITP.
Officially employed in a nursing facility as a professional care worker providing elder-care services. Average gross salary ~₹1,63,907 JPY/month (net ~₹1,33,696 JPY ≈ ₹80,000+ INR).
Responsible for education of new staff and daily operations management as a Team Leader at the facility.
Creates individual care plans independently and assists the Director in managing the entire nursing facility.
Leads the nursing care home as Director. A Certified Care Worker also earns a guaranteed work visa, and family members may accompany after certification.

The selection and deployment process follows a structured, government-monitored pipeline from mobilisation to Japan placement.
Candidates are mobilised from nursing colleges and hospitals across Arunachal Pradesh.
Stage-wise interviews conducted by Japanese counterparts in coordination with the agency and DMET.
Full-time residential Japanese language & care training for 9–12 months at eBTM Hospital, Papu Nallah.
Government assists candidates to travel and appear for JLPT / NAT certification examinations.
COE processing, visa application, medical reports, and pre-departure formalities are handled by the agency with full Govt. support.
Candidates are placed in Japanese elder-care facilities under TITP / SSW with ongoing life support in Japan.
